The original order of the sacraments had first communion and confirmation in the same ceremony at the age of reason.
Under Common Law the age of reason was seven (7). This age of reason was given for legal matters. How old does a child have to be to know right from wrong, and be legally responsible in court.

Newadvent.org agrees with the age of seven. Realizing moral reasoning may come a big before or after said age. At this age a child is held responsible under "ecclesiastical law" (newadvent.org)
